In 1843 the French writer Victor Hugo landed in Pasaia and liked it so much that he decided to stay a while. Pasaia sits on the waterfront nestled at the foot the mountains. This unique town sits on the east side of a spectacular narrow estuary that empties into the Cantabrian Sea. It has its own special character, a deep-rooted maritime history and a proud local identity.
